Защо парламентът забрани на Асен Василев да харчи от бюджета?
Премиерът в оставка Николай Денков определи като противоконституционно решение на парламента, гласувано след полунощ с, което се забраняват на финансовото министерство да харчи пари от бюджета с изключение за заплати и пенсии до избора на служебен Министерски съвет. От ПП-ДБ заявиха, че ще го атакуват пред Конституционния съд.
Премиерът в оставка се възмути, че парламентът, в разрез с Конституцията, иззема правомощия на изпълнителната власт.
„Първо, това решение е противоконституционно, без съмнение. Как се изразходват средствата в рамките на бюджета по Конституция е право на МС. Така че това е поредното противоконституционно решение на това Народно събрание. Това е пример за опит да се изземат правомощия на МС от страна на НС , защото се вижда, че всъщност МС си върши работата. Това увеличение на заплатите, което реализирахме вчера, то е част от бюджета. То е заложено в бюджета. Ние създадохме за първи път методика, тя вдига средствата за тези, които са с най-ниски заплати, за да намали неравенствата“, обясни Николай Денков.
Решението да се забрани на финансовото министерство бюджетни трансфери и операции с държавния дълг беше вкарано за гласуване в парламента от ГЕРБ 20 минути след полунощ с мотива:
„През последните дни от страна на кабинета в оставка се извършват разходи на публични средства в значителни размери, надвишаващи обичайните разходи за този период. Това решение е продиктувано единствено и само от стремежа ни да гарантираме публичност, прозрачност и законосъобразност на публичните средства“, каза Теменужка Петкова – депутат от ГЕРБ-СДС.
От ПП-ДБ се възмутиха, че предложените не е минало през обсъждане на бюджетна комисия, поради което е внесено неправомерно и напуснаха залата.
„ПГ на ПП-ДБ няма да участва в този вече фарс, защото всичко си има граници, дори и пленарната зала да се превръща в някакъв конвент и това в даден момент трябва да приключи. Довиждане и от нас“, заяви Никола Минчев – депутат от ПП-ДБ.
35 минути след полунощ в отсъствието на ПП-ДБ парламентът наложи мораториум върху харчовете на финансовото министерство. От ПП-ДБ заявиха, че ще атакуват решението пред конституционния съд, когато то бъде обнародвано.
„Благодарение на тяхното решение снощи, отново ставаме свидетели на ярък пример как държавен бюджет, който веднъж вече е гласуван, приет и е в рамките на това, което са изисква от нас за еврозоната, е саботиран с очевидно наказателни, предизборни, антибългарски приоми“, коментира Даниел Лорер – депутат от ПП-ДБ.
Със снощното решение парламентът задължи Асен Василев до 9 април да предостави пълен отчет за ликвидността и планираните разходи по дати за периода 4 – 10 април, включително и да задели средства за обезпечаването на пенсиите за месеца.
А Бойко Борисов посъветва „Демократична България“ да приеме фискалната дисциплина, която изповядва европейската десница, ако иска да е част от ЕНП.
